Certainly. If you have a keyboard map that understands it.

You can test by running xev and see if a key code comes up
when you type the Windows key. Then you can assign an action
in KDE pretty easily (talking KDE 3.5… who knows in 4).

And yes… it is used quite a bit by compiz*.

I use Win key as Shift level 3, here is what I have in xorg.conf:

  Option       "XkbOptions" "grp:alt_shift_toggle,grp_led:scroll,lv3:win_switch"
