Certainly. If you have a keyboard map that understands it.
You can test by running xev and see if a key code comes up
when you type the Windows key. Then you can assign an action
in KDE pretty easily (talking KDE 3.5β¦ who knows in 4).
And yes⦠it is used quite a bit by compiz*.
I use Win key as Shift level 3, here is what I have in xorg.conf:
