New installation from USB or DVD, will SuSE allow windows partition resize?

Yes in expert mode but, before you try that, make sure you defragment and backup the Windows partition. Also you may need to set the mount point in expert mode.

Note that if you only have Windows on and there has been no prior re-partitioning, you can leave openSUSE to install its default partitions.
