how to switch off permanently the wifi ( on laptop )
and switch on just when I want ??

If you use Network Manager (vs. Traditional) you can configure all of
this from the Network Manager applet on the desktop. Most laptops also
have a physical switch you can use that disables/enables 802.1x and
bluetooth connections if available.

type “ifconfig <interface> down”, but I don’t know, if it works after a restart too.
you can set it in the Yast Networksettings too and there you can switch it permanently off.

the point is that all network interfaces are managed from networkmanager
in yast I can change nothing. ( it says networkmanager is managing
everything ) ( its a netbook ).
But even with knetworkmanager I can switch off wlan but at reboot
restart.
Haven’t found yet a configuration tool for networkmanager

Network Manager is also controlled by the ‘network’ service. If you
want to boot without network and can’t use the aforementioned switch
just disable the network on startup, though note network-depending
services may not like this:
chkconfig network off

found the way. The acer aspire one has a button to enable
wlan, but to make it works under linux there is to press the button
and reboot. At reboot if it was on it become off and vice-versa.
