Why "virsh pool-list" != "sudo virsh pool-list" ?

Leap15.4 Fresh Install.
Log as user.
Did not add VM.
Didn’t reconfigure pools. Just looked.
Why does it show different under user and under sudo ?

USR> sudo virsh pool-list
 Name      State    Autostart
-------------------------------
 default   active   yes

USR> virsh pool-list
 Name   State   Autostart
---------------------------

Resolved.
My steps(under user):

touch $HOME/.config/libvirt/libvirt.conf

and modify:

USR> cat $HOME/.config/libvirt/libvirt.conf
uri_default = "qemu:///system"

after this - ok:

USR> virsh pool-list
 Name      State    Autostart
-------------------------------
 default   active   yes

USR> sudo virsh pool-list
 Name      State    Autostart
-------------------------------
 default   active   yes

Before this changes was:

USR> sudo virsh uri
qemu:///session

USR> virsh uri
qemu:///system
