Applications that have root access
Ok any app may have root access if started by root.
So /root is the home directory for the root user thus this is the place where the root user’s preferences are stored. If you know the config files you can change things there. but that is tedious and error prone.
You could run the setting program for the desktop you use as root thus allowing root to change the preferences. How to do this depends on the desktop.
