Why isd the libcgroup package absent in TW repository?

It seems to be available for Leap and seems to have been there in the past. Why is it currently unavailable?

No, it is not (at least, in any still supported Leap release).

How do you check for deleted packages?

I use osc tool, then

osc rq list -t delete -s accepted openSUSE:Factory libcgroup

You can do the same in web interface.

You do need to know the (source) package name.
