Why Firewall blocks FTP Connections?

You should not only tell things, you should show computer facts. When you want to show that the YaST FTP server module is installeed, you should post the output of:

zypper info yast2-ftp-server

The server perhaps, but the yast module to configure ftp servers is a different package that you can
install or not. Yast is made of many modules and not all are installed by default.

So, fire up yast package manager, and search for everything with yast in the name, and install all
that you like.

in YaST Software Management search for and install:

yast2-ftp-server

which carries the description:
This package contains the YaST2 component for FTP configuration. It can
to configure two daemons: pure-ftpd and vsftpd.

alternatively you can install it with these terminal commands:

su -
zypper in yast2-ftp-server
