Why can I "send file" to one device but not another?

This is the screenshot from my Taskbar BT Pop-Up:

… and this is the BT Pop-Up on the T490:

So… The Intel is connected to the T490 (top image) but does not report the ability to send files.
While the T490 is far end of the same connection to the Intel (bottom image) and does report the option to send files.
However, although the T490 allows me to think I’ve sent a file (select “send file” | select the file | Send) after about 30sec it times out with a “the connection to Intel has failed” message?

Incidently, sending files between the Moto G32 and Intel works both ways. Which to me suggests the problem is with the T490?

Any suggestions will be most welcome.
