Yes, the debug-update is enabled. Also, #6 is disabled because it fails due to meta data and will not load.

Where and how should I report this?
During this problem resolution I have also noted that there is a slight variation between available debug file versions and what is loaded on my system. For example, I may have a file version that is 5.5.1 and the debug version may be 5.0 or even 4.x. This makes me wonder if the exact version must match or if it might not matter. I suppose that could depend on the actual build of the file…it is just an observation and I don’t know if it matters or not.
I have it disabled because I find packman updates various libs quite often and since I don’t have any problems with smplayer I find the notifications annoying. I only enabled packman to get smplayer & codec’s to play some of the files that wouldn’t work right which are occasionally sent to me by friends via email. I have read various comments over the years by those who have opinions about whether or not to disable certain repo’s.
I can see your point about confusing things but the only addition here was smplayer and codecs.
With packman, it is generally safe to leave enabled, and accept the updates.
BTW, I found the same for 'openSUSE-Leap-42.1-Debug-Non-Oss repo, where the URL was not valid (doesn’t exist) so I removed it
http://download.opensuse.org/debug/distribution/leap/42.1/repo/non-oss/
but the Debug (OSS) repo and update debug repos are all ok.
