I have two users on system and change between them using
ctrl-alt f7 and ctrl-alt f8.
At any time only one of the users is using the screen.
How can I from a background process see who it is using the screen?

I do not know how that is possible, but I think that the correct term used here is “which user is in the seat”. This to help you searching documents, etc.
Assuming KDE Plasma as the Desktop, I work around this issue by changing to the “Desktop” Layout and dropping a “Desktop” directory folder onto the screen’s Desktop –
