Who decides what goes in and goes out of each release?

I want to know by whom and how decisions are made regarding what is selected or changed in each version - every time I upgrade I find a large number of features that I use regularly or like are dropped or replaced by something far more complicated. The same is true of themes and related: I get comfortable with something and the next version replaces it with something unpleasant and ugly.

These things are usually discussed on the factory mailing list. That’s
where I’d suggest you start.
