I’m looking for suse 9.3, was looking around the download section and couldn’t find it.
Try here > SUSE > Suse 9.3 Professional - LQ ISO](http://iso.linuxquestions.org/suse/suse-9.3-professional/) and use the last one HTTP Romanian Education Network (rate) they still have the iso there.

so the official website doesn’t allow previous downloads?

you do realize, don’t you, that that version is FOUR years past end of
life and no security patches are available…
by the way, there have been LOTS of security patches since that code
went non-supported by the community.
you should not put it into service facing the internet or even on your
own well shielded from the net LAN, if anyone who is not 100% trusted
has LAN access…
No, there is no point in providing so old release. It’s unusable with recent hardware (because of the old kernel/drivers) and there will be many security issues (it’s unsupported for long time).
However, you can still download some previous versions from Index of /distribution starting with 11.1. But still I’d rather use the latest one (stable 11.4 or development 12.1M2).
This has nothing to do with “allowing”. They are simply not there. Like me, I have thrown away the 9.3 CDs years ago. Thus you are allowed to have mine, but they are gone.
Older ones are here

Current supported versions are the only ones hosted on the openSUSE site
- right now, that’d be 11.3 and 11.4.
