Searching for plasma5-workspace-debuginfo in software.opensuse.org, however, finds nothing. Where is it?

Judging by the plasma5-workspace-debuginfo installed size of 160 MB, I’m not sure I want to loose the root partition space to install all that.
Welcome to the wonderful system resource guzzling world of testing and debugging; and, software developers also need machines with lots of resources and, usually, two large screens, as indeed, the testers and debugging folks as well . . . 
May I suggest that, you attach a drive with at least 500 GB to the system and, move the ‘/usr/’ directory (and possibly the ‘/opt/’ directory as well) over to a partition on the additional drive. In addition, if the debugger needs lots of ‘/tmp/’ and/or ‘/var/’ space and, the “root” ‘/’ partition is not generously provisioned, you may have to consider moving those directories over to partitions on the additional drive as well.
