Where i can get openh323 rpm with this options ?

Either download the src rpm and modify/rebuild as required;
http://software.opensuse.org/package/openh323?search_term=openh323

Else contact the maintainers of the openSUSE rpm and ask to update as
per the suggestion so everyone can benefit;

That will work, just need to add your options to the configure line in the %build section.
