Where do I ask for a package to get submitted?

I am currently a little worried about the state of OBS Studio on openSUSE Tumbleweed. Right now, the native version of OBS Studio in the Packman repos is a full major version behind supposedly due to libdatachannel being unbuildable on openSUSE Tumbleweed. I would like to see that change, but have no idea on how to get libdatachannel to build. That being said, I know it can be built, given that up-to-date versions of OBS Studio can be found in user repos on the Open Build Service.

Where should I go to make the request for someone to add libdatachannel to the repos?
