When I create a new package, update doesn't publishe

I created 1.1-2 package,
Then I added my OBS repo to my system.
Then I installed my package in my system.
Then I created 1.1-3 package.

But when I run sudo apt update; apt list -u
My package doesn’t in the upgradable list.
Why?

How can I get updates with apt?

I understand that it is good on Debian but on Kali doesn’t work.
