What is the "High Precision Event Timer"?

Hi,

I am seeing new entries in my boot.msg now that I am running 11.4. This is a sample:

<4>    4.251486] CE: hpet5 increased min_delta_ns to 7500 nsec
<4>    4.251493] CE: hpet5 increased min_delta_ns to 11250 nsec
<4>    4.251497] hrtimer: interrupt took 2856 ns
<4>    8.138674] CE: hpet2 increased min_delta_ns to 7500 nsec
<4>    8.138681] CE: hpet2 increased min_delta_ns to 11250 nsec
<4>    9.737621] CE: hpet4 increased min_delta_ns to 7500 nsec
<4>    9.737628] CE: hpet4 increased min_delta_ns to 11250 nsec

Where do I start to look to find out if this is something I need to know about?

Secondly, is the number between square brackets the number of second since boot started. If so, why the big (3 seconds) gap between the first group and the second?
