In openSUSE all of this can be done via YaST.

YaST, (Yet another Setup Tool, can be used for most system configuration.
Most everything is controlled by various .conf files that can be edited by
hand if needed.

YaST is usually the best option but if you use gnome then the gnome
control centre can also be used to do a lot of things. I believe KDE has
some similar facility.

Indeed, for KDE it’s System Settings on main openSUSE (kickoff) menu>Favourites tab.
