So if someone were to add their own .rpm file to that disk, would it be automatically installed at installation time?
I think that a bit more work is required, to update some of the metadata files on the CD. Don’t ask me how though, I just note that there is a directory named descr and a file called packages.gz in it. And other files that look relevant.
BTW, nothing is automatically installed from that disk, only on demand by the package management system. In other word, it doesn’t push, it is pulled.

You can create your own CD/DVD with all of your own rpms with the YaST
add-on creator a wizard for creating your own add-on product and/or YaST
product creator which is a wizard for creating your own product
(installation images, live ISO, XEN images etc.), based on existing
installation sources.
