Is the w32codec-all rpm needed for 64 bit systems?
As far as I can tell, newer 64 bit programs don’t need this file while older 32 bit programs do. And a few programs like Kaffeine might look for it even when not needed. Like most things, its OK to simply not install it and only if you have an issue do you need to install it later. On the other hand, its no big deal to just install it, just in case. Its small and does not seem to cause a problem when not needed.

Is not needed in any system. It only adds support for a few formats that nobody uses: Codec Status Table - MPlayer - The Movie Player
With 64 bits systems they just can’t be used. Even if installed no 64 bits player is going to use them. So you lose the support for those few formats that nobody uses. Nothing you are going to miss…
