You need to tell your VPN client (openvpn or NetworkManager) to connect to their server then.
You should be able to find the nessary parameters on their home page.
They do have setup guides for Linux too (for openvpn, NetworkManager, and pptp).

Btw, the port number seems to be 1195, not 1194, and the gateway (server) apparently is “usa-losangeles-ca-version-2.expressvpn.com” or similar.
Although that’s apparently specified in the .ovpn file you can download.

Does OpenSUSE offer VPN servers for client for free?

No. Why should they?

OpenSUSE is a Linux distribution, not an Internet Service Provider.
