My point of view is that CDs(not DVDs) should contain all packages required to install the system, to setup internet connection (then users can download all they need) and to support as maximum hardware as possible.
Therefore, I think that packages
1)usb_modeswitch (usb_modeswitch-data and tcl as dependencies)= about 5,5Mb
to provide a possibility to connect to the internet for people with UMTS/3G wireless WAN devices.
2)splix= 3,4Mb to provide better support for SPL printers

It was the era of 11.1(/2) and also I think the replacement was Network Manager,may be because I used NM after that …
anyway after some tries I started using NM and found it more rich in features
