I want to set up a VIOP server in Suse. What I would like to do is have a phone system that woiuld work on the suse server. What would be the best way to bring this to birth?

Start reading here, among many other starting points.
If you are willing to dedicate a server (and VoIP can take a beefy server if you are handling lots of streams), there are dedicated distros for VoIP, just boot with the CD, and it installs everything needed, including a Linux OS. Trixbox is one such distro.
