It is both.

It acts as a server always, you just have to open the firewall for it.
Depends on your configuration, it will synchronize using other servers,
and “serve” this information to others if they ask.
Or, you can get a GPS clock, radio clock, or an atomic clock (depending
on your resource$), and configure it.
How-to? Read the documentation, it is extensive. There is a
documentation package.
