Not wishing to confuse the situation further, but I noticed

[179868.364609] usb 2-1.4: Garmin GPS usb/tty converter now attached to ttyUSB0

So, check device ownership with

ls -l /dev/ttyUSB0[/CODE

I think you’ll find it is assigned to the ‘dialout’ group.

You were correct. it is the dialup group
