Check (LO) Tools -> Options -> LibreOffice -> View -> Middle mouse button.

I think it was my rather hasty reading of your post, as opposed to your lack of clarity.
It’s many years since I used Gnome, so can offer no suggestions there I’m afraid.
I believe I might use the upgrade feature and get it to workin again in KDE. I’ve done that before.
Last night, I went into the Live KDE CD (Leap 15.0) and the CTRL+SHIFT+U worked as it had always worked before.
BTW I admire your ability to have all those Unicode points in your personal memory.

Another thing is that I now read that you release Ctrl-Shift-U before typing the hex. That wasn’t in your first post here, nor in your other thread where you definitely stated that you kept those down while typing the hex. Thus makes it more “fingerable”.
Apologies for lack of clarity in OP… I would press CTRL+SHIFT+U, and when the underlined “u” letter came up, I would release the “u” key and enter the codes. I found out now I don’t have to keep the CTRL+SHIFT keys down while entering the codes, but release all of them, enter code, like 2013 for EN DASH, “–”, and hit the SPACE BAR.
