I get - "No video with supported video and MIME type found.
It also does this on ABC news.
Works fine in YouTube.
I use Firefox and have Packman ffmpeg-3 installed.

Hmm, I think it was on CNN where I tried a video recently, and it did not work. I was accessing CNN in private browsing mode (firefox). So I tried it without private browsing, and it then worked.
here are 2 that have different errors. no difference in firefox safe-mode

These all work fine for me with 15.3 KDE, Firefox 91.10.0esr with standard security setting and normal browsing. However, I have Packman ffmpeg-4. Maybe that’s required?
I opened the first of those links (the John Dean link) in a firefox private window. It looked as if it was going to play, but never actually did anything.
I then tried it in a regular browser tab. And it played just fine there, but it first played an advertisement.
In my 15.3 and Tumbleweed VM they work fine - in the 15.3 -> 15.4 VM they stop playing - so it is 15.4 issue. I have tried packman ffmpeg-4 and ffmpeg-3 neither fixed the problem.
I think you must be missing a package that is needed for these videos.
I put the 15.3 VDI back and everything works as expected.
I installed 15.3 from the 15.3 dvd image with no gui and added the MATE pattern.
The dup from 15.3 to 15.4 had 2 issue that I choose option 3 and everything went fine and the reboot came up clean except for the non playing videos in everything but youtube which played fine.
I see in that others (spanish threads) havin video issues also.
I am going to try MATE pattern install from DVD image and see if that also has the issue (before and after packman replacements).
I update a bunch of peoples machines from 15.3 to 15.4 - everyone including me, cannot play most video streams other than youtube.
I did a fresh install of 15.4 from openSUSE-Leap-15.4-DVD-x86_64-Build243.2-Media.iso downloaded today.
I chose the server option and added the MATE-Pattern during the install.

I’m not sure what to make of the rest of your post. I’ll just note that both “gstreamer-plugins-libav-1.18.6-pm154.2.1.x86_64” and “libavcodec58_134-4.4-pm154.2.5.x86_64” are installed here.
I did - it would not let me change the font - it is a minimal install of 15.4 that is what I got - I tried to fix in my computer window but there is not way to change fonts in the code areas.
trying post the code again here ( I first did without the code and added it in a different VM.

I solved the problem - the version in packman is older than SLSE version but if you force install it it will work.
this is the fix:
zypper in -f -r 1 --oldpackage libavcodec58_134
You get this but videos now play
