Unable to convert from x264 to x265 with ffmpeg

I am trying to convert an x264 MP4 to x265 MKV using ffmpeg.
I think I must be missing some packages because it complains about missing x265 encoder.

ffmpeg -i INPUT.mp4 -c:v libx265 -c:a copy INPUT.mkv
Unknown encoder ‘libx265’

I have the Packman repository, and have installed these packages
libde265-0
libx265-199
x265

Do I perhaps also need to replace all installed packages with the ones from Packman?
YaST Switch system packages with the ones from Packman.

Using the Packman repo properly means doing the Vendor Switch!

zypper dup --from <the identification of your Packman repo definition>

It worked by switching all installed packages to Packman.

ffmpeg -i input.mp4 -c:v libx265 -vtag hvc1 output.mp4

The command readily works with correct installation of ffmpeg:

What does this argument do?
I am currently running encoding without it.

At my current speed of encoding from x264 to x265 it is going to take hours.

Is it any way I can speed things up? Hardware encoding with my CPU?
