I just did an upgrade to 12.3 then to tumbleweed. I went to install the gstreamer bad plugins and got this message…

So i have changed my repos to tumbleweed but since it is empty i am still essentially using 12.3? That would explain why only a few packages were modified
I would have the same as that. I note some of the package dates are showing today’s date 15th. So those third-party repos may be still populating. so it may take a while longer, especially on Tumbleweed, as they know that repo can take a couple of weeks to start populating. Missing dependencies happen rarely with Packman once things reach normal.
The other option is to go to Packman sight and have a look round for those package names, get to know the site. If you ever needed the odd package that is not in those two (I rarely do) then download them from the site (their 1-click install IIRC).

Yes, once Tumbleweed repo is emptied, and before the updates trickle in there, I would expect packages in packman-tumbleweed to be at same level as standard 12.3 packman. There were updates to 12.3 packman, but I didn’t notice gstreamer-0_10-plugins-bad among them here.
Glad to hear your packman-tumbleweed updated sooner rather than later. You can always check it in /var/log/zypp/history
