tvtime, motv, mtt, qv4l2 fail with Leap 42.2, all worked with Leap 42.1 and still work with Tumbleweed.
Initially tv works ok but only for 2 or 3 minutes, then no video. On restart of application a black, blue then green screen is shown not no video.
The boot log show the following fail items, not sure if any are relevant to the above apps.

That is only an URL. We may assume you have that in your repo list (though you do not say so, nor show us). But it does not tell us if you used it for anything, let alone if you did the “switch to Packman”. Please be more positive in your answer to convince us that you are 1000% sure you did.
You have a bewildering number of Packman repos there. some have very confusing Aliases and or Names. Some of them are disabled, some not. Wouldn’t it be time to clean up a bit? When you don’t care to walk around in this mess, that does not mean that others should also try to understand it.
And we are still missing your confirmation that you are 1000% sure that you did the switch to Packman!
Try removing KDE:Qt5 and KDE:Frameworks5, then running zypper dup again. I don’t think those should be necessary with Leap 42.2, and they might have different versions of system libraries that are not compatible with other packages (like the ones in Packman).
shown tv cards were deleted via -yast --hardware —tv card
os rebooted
detected tv card set up via -yast --hardware —tv card
os rebooted, with tvtime only ‘composite’ input available, ‘composite 1’ and ‘composite 2’ needed
added a second tv card via -yast --hardware —tv card, with the same setup as per the first
os rebooted and all was back to normal
it was noted that the contents of the system tray icons were being corrupted,
no expansion when selected with the mouse,
network control only possible via the connection editor (NetworkManager selected),
system tray back to normal after re-installing tv card
