Tumbleweed update to 20221216 breaks Apache2 installation

Following the application of the updates that brought a system up to 220221216 Tumbleweed, the Apache2 web server will not start.

This is quite murky talk. I always dup Tumbleweed and never encountered any issues with Apache: The command line is by far the easiest way to update Tumbleweed
