Some of the build breaks in Tumbleweed are resolved and accepted by the package maintainers, but not integrated into the build. I know lilypond is like this, and I think wireshark is like this too. What needs to be done to get these packages building and shipping ?
Don’t worry. A SR to fix lilypond’s build has been submitted to Factory and is currently in review.

As soon as it is accepted, the new package will be published in the Tumbleweed repo (with the following snapshot).
There’s nothing to do there for you any more, this lies in the hands of the Factory maintainers now.
For wireshark the situation is different though. This is not fixed yet in the devel repo.
