I have problem with menu bar in some softwares . When I click on one of the choices like File or Edit , the File menu doesn’t appear under it but It exists, because when I click somewhere under File, It works ?
Could I explain well ?
In my laptop I have this problem , It’s not a problem in PC
Should I change display resoluton or … ?

Try disabling desktop effects if you have them on.
