This is a bug, I will have to open one if there is not one already opened for this.
this failure can be induced on a laptop hp-g7-2248sg under the following
conditions,
– kernel is updated
– amd driver is not re-installed correctly and/or
– xorg.conf file is the original after driver install and not initialised
----or it contains incorrect entries
in this situation the only fix found,
– boot with live cd
– mount ‘/’ disk
– restore copy of last know working /etc/X11/xorg.conf file
– reboot
then boot to init 3 level, reinstall amd driver and if successful,
again restore copy of last know working /etc/X11/xorg.conf file or correctly
initialised it
as no indication of hw was given, the above is most probably all irrelevant
when this failure occurs here its not considered a bug but indication of a user failed
setup procedure

at this end, when this failure was observed, it was because of an incorrect
graphics setup and grub2 could not complete its thing
cannot contribute more, as no information to work with and crystal ball too dusty
have you read opensuse-factory - Booting problems with current factory
