The 7.67.0 version is the latest, came in release 20191111? What is the exact error? I always add verbosity to zypper dup with -vvv to see more information.
I seem to have fixed it (by doing zypper dup), but getting confused.
Should I not update tumbleweed from the desktop?
I got a pop up that there were updates, so I clicked the update button ?
Then got a error about curl, that there is no newer version.
While in theory the update applets (using PackageKit) should do on Tumbleweed (not on LEAP) the equivalent of zypper dup since a few months, some people report problems when they use that applet.
My very, very personal advice: stick to
zypper dup
all the time.

I only test the updater applet once in a while, but mostly use ‘zypper dup’ or salt. From noticing curl and libcurl4 were downgraded today through the TW Update repo and the posts here I suspect the updater applet / packagekit not dealing properly with downgrades from that repo.
I noticed that too, were the aplet update got stuck, with zypper dup it downgraded curl.
I had already tried to go into yast, and update curl manual, that often solved update issues for me on leap, but no luck this time.
All solved now though.
