The scrollbar is not following the buffer

Even though I hit C-v, C-n or scroll the buffer, the scroll bar is not following the buffer.
(But when I grab the scroll-bar instead, the buffer follows the scroll-bar.)

How to reproduce:

  1. start emacs
  2. open the tutorial of emacs
  3. hit C-v many times (to reach the end of the tutorial)
  4. check the position of the scroll bar.

This happens since I installed Leap 42.2, namely without any personal settings (such as .emacs).
Could anyone tell me how I can fix it?

Environment:

  • Leap 42.2 (KDE)
  • GNU Emacs 24.3.1 (x86_64-suse-linux-gnu, GTK+ Version 3.20.9) of 2017-01-05 on cloud120
