Which link are you referring to? This one for openSUSE 11.3 is working:
software.opensuse.org: Download openSUSE 11.3
Do keep in mind that from time to time, connectivity can be interrupted for many reason including maintenance by the local openSUSE staff. If you can’t get to the download site, just try again later as it will return.

and it will tell you if opensuse.org is up or not, or if it is only a
problem connecting from your machine…
i just checked, and it is up from here…
