System Settings -> Workspace Apearence resets after each reboot.

Hi,
i am currently trying to get the same tearing free video watching experience on linux/opensuse as i get on windows on my dual boot Windows 7/openSUSE 13.1 pc (so it is the same hardware, and i use the proprietary diver on opensuse too).
But after weeks of trying and searching for solutions i came to the conclusion that i have to accept that it is currently not possible to achieve that, but i can reach some kind of acceptable level of “having fun using the pc for video entertainment” where i can remove the tearing for the cost of having the video playing some kind of slowly or stuttering (similar to a stop motion effect, very minimal but definitely noticeable in comparison with vlc on windows).
Which is ok because i really hate windows and closed source OSes and changed from windows to opensuse a few weeks ago and am mentally trapped in some kind of cognitive dissonance (i think you know what i mean) and i am hoping for wayland and that everything is gonna be much better when it is stable and the default on opensuse.
btw. i am talking about tearing when moving desktop windows and especially when watching videos with vlc.

Anyway the solution i found was a combination of using openGL 3.1 as composite type in the desktop appearance settings and trying different tearing related opengl settings in the same options menu. But maybe this is not true at all because after trying so many options and rebooting the pc so many times, i finally noticed that after each reboot the tearing is back again (the first times i just thought that my last set of tried settings simply did not helped because it is hard to notice all of the bad graphic effects because some are not easy to reproduce and are quite minimalistic).

I found out that simply changing from opengl 3.1 to opengl 2.0 and then back to opengl 3.1 solves everything! I did not tried if letting it at opengl 2.0 removes the tearing too, maybe it is not the opengl settings that solves the tearing problem but any of the other options in the Desktop appearance menu, but changing something and hitting the “apply” button just refreshes or applies it in the first place.

Noticing that, i suddenly remembered that during the weeks of solving the tearing issue i found a thread somewhere on a forum in which someone described the same issue, it was said back then that this was i bug. I am not sure but i think that was not opensuse 13.x but an older version, but i cannot find the thread again.

So i just wanted to ask if this really is a known issue and if there are people trying to solve it?
