Are the “community packages” on the https://software.opensuse.org/explore site approved by SUSE prior/before being published for other users to download/use?

In a nutshell, no, the openSUSE Build Service targets other distributions as well. Community packages only go through the build process checks as defined on OBS, the end user needs to decide/review (check build logs etc) before installing.

It’s the testing ground (and for package maintenance) for users to package and in a lot of cases submit to a development project, which will get a review. This can then can be submitted to openSUSE Factory for inclusion in the rolling release, here they get a Legal review, openQA testing etc.
