Surface 3 Pro wifi firmware missing

I’m trying to install OpenSUSE Tumbleweed on a Surface 3 Pro using the 05-16-2017 snapshot which includes kernel 4.11.0. There is a bug preventing Yast from configuring the tablet’s Marvel Avastar 802.11ac wifi adapter. Yast says there’s missing firmware. It’s not due to a licensing issue because this wifi adapter works out of the box with the Fedora Linux 25 live image and Fedora strictly prohibits any nonfree software. Why won’t a bleeding edge distro like OpenSUSE Tumbleweed work with this wifi adapter?
