You can probably do an in-place upgrade, but be aware that 10.2 and 10.3
are both out of support and do not receive updates any more.
We’re less than 24 hours from 11.2 being released.

No point - 10.3 has reached end of life.
Get the latest release 11.2 at the end of this week

Oh, and before you ask. You need to backup personal files and re-install.
If you don’t want a stream of updates though, using the 11.1 release might be more prudent. There’s bound to be fair amount of churn in the 11.2 repo’s for a few months.
Are you sure you’re using openSuSE and not SLED? OS 10.2 was End of Lifed, a year ago!
