FWIW I’ve seen something similar to that and I’ve also seen it disappear. I didn’t do anything amazing, I cannot recall what I did but it was something around repair or re-install.
While re-install can seem a bit nuclear the option to restore existing users makes it quite attractive. (I did this yesterday on a two user system with perfect results)
As if by magic I had the problem arise today in an attempt to revitalise an old Acer Aspire One (circa 2009, i586)
Installing Tumbleweed 20170331 caused YaST to hiccup and failure to install Dracut and some kernel modules.
Watching the system reboot produced the error in your photograph.
I tried 13.2 and all is well. Currently I do not know if the Tumbleweed problem is transient or a feature
