I use KDE Version 4.3.00 (KDE 4.3.0) “release 152” on my OpenSuse 64 bit system. I have installed the factory repository, because I had too many problems with the KDE 4 version that was bundled with OpenSuse 11.1 64 bit.
Under KDE 3.5, I used to shut down the system with a number of apps open, which would reopen in the same position and look at the next startup.
Under KDE 4, whichever version, the following happens:
The control bar always mirrors all its elements at startup, i.e. when I shut down with the KDE button on the left side, it’s positioned at the right side when it starts again. When I had the desktop manager on the left side, just next to the KDE button (which contains the menu for apps etc), i.e. on the right side of it, then it appears at restart on the right side of the control bar just left to the KDE button.
This is the most annoying thing I ever experienced with KDE, and I don’t know how to change this. Also, I wanted to change it’s design - now it’s very high, because icons are too big, but also desktop manager and app controls take so much space - so that it appears the way it did under KDE 3.5, but I have no clue how to do that.
Opera, when opened at startup, always starts at full screen size, even though I had adjusted the window size to particular settings at shut down. It seems as if some settings are not stored properly. Where would I have to look?

I would try starting with a new plasma configuration file.
Open a terminal and then execute these commands:
rm ~/.kde4/share/config/plasmarc
rm ~/.kde4/share/config/plasma-desktoprc
rm ~/.kde4/share/config/plasma-desktop-appletsrc
Then make sure that your session is set to restore.
Open Configure Desktop (Personal Settings) then choose the Advanced tab. Under Advanced User Settings choose Session Manager. Under the category “On Login” choose Restore previous session and then click apply.
All of the Appearance settings are also in Configure Desktop under Appearance. This is located under the Look and Feel Category. You can change different Icon sizes by clicking the Icons category then choosing the Advanced tab.
For your last problem you can set the window to remember its size by going, once again, to Configure Desktop. Under Look and Feel click Window Behavior. Click the Window-Specific category. Choose new. Open up Opera. Then go back to your Window-Specific screen and choose Detect Window Properties. It will give you a cross hair as your cursor. Click anywhere in the Opera window and a new window will pop up. Choose Use window class (whole application). Then navigate to the Geometry tab. There you can choose the position of the window, the size, of the window, maximized horizontally, maximized vertically etc. From what I read you’ll want to choose size, then use the drop-down menu to choose remember, then give it a starting point size (It will remember the size of the window everytime it opens and closes).
