Because PackageKit is broken the system appears unable to install Spotify from any repo. There are just *so many *added repositories when I tried using the community package that I just stopped trying. Is there a way to install this using Zypper?

Why would Packagekit affect installation of new packages? AFIK it’s just there for updating. Many here don’t like it as it allows updates by users which doesn’t comply with usual security policy in *nix systems.
I checked with

I’m still on 15.2 but I assume
sudo zypper in spotify-installer
should do your job?
Edit: You may have to add the Packman repo, first. Or just do all this in YaST.
I know it’s not what you asked, but I’ll just insert this: The flatpak Spotify works great for me.
Ditto what John said. It’s the only method that doesn’t break over time.
