Subject line is what I saw when I tried to enter a bug report for 12.3.
I know Bugzilla is normally as user-friendly as a cornered rat but this
takes the biscuit.

post it to the factory mail list, maybe…no, on this page http://en.opensuse.org/openSUSE:Services_help which is a long list of
who call when stuff is wrong, i see to report “Anything else - Use
Bugzilla with the openSUSE Class and the openSUSE.org Product”
My first bug report for 12.3 gave me that problem (that was for M0). So I entered it for 12.2. After entering the bug, I was able to change it to 12.3 while adding an additional comment.
Yesterday, I did not have that problem. However, I was only able to enter it for M0 or M1. And I could not flip it to M2 in a comment, though I did leave a comment making clear that it is M2.
The way I did it yesterday, was to start at the Submitting Bug Reports page, and click on the link for 12.3. At one time, that link for 12.3 actually took me to 12.2 bug submissions, but that seems to have been fixed.
