Am getting the above error - I am not using “online updates” and doing applying fixes from google searches does not fix the issue.
What am I doing wrong please ?

Where do you get the error?
Open Yast----Software Management, goto Tab Package-----all Packages-----Update if newer version avaible
Does this work?
Or use zypper:
as root
zypper up
I have no idea what Google has to do with this. But better not tell what you do not, but tell what you do. And when you do not know, then follow @Sauerland’s suggestion.
I have run both yast and command line - both appear to work fine , packages updated successfully etc.

Screenshots rarely have need to permanently gobble up web archive space. Instead some of us upload images to a temporary location, such as a pastebin, as happens when using the susepaste command. We do this with logs too, such as dmesg and journalctl output, and /var/log/Xorg.0.log.
You can go to https://susepaste.org/ and upload an image there (see the word Image at top-right).
After you did this, you can copy/paste the URL from the page as shown in the address bar of your browser (and not the URL of the image itself). Paste this using the Link button (the one with the globe) from the toolbar of the post editor.
You still do not tell us what exactly you do. When you say you also tried with zypper, then please copy/paste what you do and get (all lines, including the prompt/command line at the begin, up to and imcluding the new prompt line) between CODE tags in your post. We can not look over your shoulder nor read minds.
About those CODE tags:
It is the # button in the tool bar of the post editor. When applicable copy/paste complete, that is including the prompt, the command, the output and the next prompt.

I think its the “Discover” application under “System” because when I right click on it and select “See Available Updates” it instantly throws the error

Of course that will be answered with the same questions: what did you do exactly.
But this is about 1 year later. Do you really think that many people are still following this thread. You need help, starting a new thread is the best way to advertise you have a problem.
And when you do so, please SHOW the complete text of e.g. your zypper up (or whatever you do), prompt/command, output, next prompt. And please do so by using the </> button.

The reason I replied to this post instead of opening a new one is simple:
I have no further information to provide.
The issue happened in a openSUSE 15.4 server (please refrain from frowning upon having KDE in a server). After logging in a KDE session (after about 4 months) I tried to run pk-update from the widget to update some packages and that error message pops out, nothing more.
Updates from yast and zypper work correctly (security updates are set to be auto installed every week in yast’s online update).
If it doesn’t work don’t try. You don’t need to. zypper update
is more robust and does what you need. You may deactivate the software updater and create your own program starter.
The use of pk-update (whatever that may be) is nowhere in the thread above. you do not even mention that in your post. So your case is very different and also badly defined.
