We have slow internet (512kbps) in this part of the world. Downloading the 4.7 GB takes days and prone to failure. Is there a small image which can be used to install the base system and then download rest ?

Are you asking for a “mini ISO” of about 40 MB?
[HR][/HR]Please be aware that anything “mini” will have difficulty supporting UEFI hardware – the files needed to support UEFI are often omitted from these small images.
[HR][/HR]There is an openSUSE Leap 42.1 “Live CD” ISO of about 349 MB and USB Stick image of about 473 MB available here: <https://susestudio.com/a/jFksKq/minisuse>
Maybe the net install version of leap will do the trick?

Yes, that is smaller.
However, with a slow internet, the install will be downloading the software over that slow internet.
Back when I had slow internet, I purchased the CD or DVD for the install. Then I could install offline, and later run updates overnight.

It’s very unfortunate that Opensuse has discontinued the Livecd. At least they could have given a installer CD.

I recommend doing the Net install, and selecting “MinimalX” as the Desktop, which is nearly the same as the text-only “Server” without Desktop. A “MinimalX” installs the “Server” with a Display Manager, not a full Desktop, so for instance it won’t install a high performance display driver to replace the VESA driver installed by GRUB.
I don’t remember the specific package off the top of my head, but installing the “Server” without a Desktop installs this package which has to be removed manually before you can install and run a proper Desktop(If you have to identify this package, I recommend inspecting the contents of the Server pattern).
But, who knows? Maybe you’ll like the MinimalX and stay with just that (It’s my current fave when running a Server which also needs to run a graphical tool now and then).
Once you download, you can make copies or backups for re-installation as needed. Plan because some problem scenarios recommend using a DVD to recover, if you don’t have one you should make sure you have alternate ways to recover.

No. And do not forget that installer itself has to be downloaded over network first. ISO is so small for a reason.

You may consider SUSE Studio. It allows you to build ISO that contains exact packages you want. You may build ISO with just minimal text mode install packages.
