I have a Logitech M315 wireless mouse.
I don’t seem to be able to find a setting that I can use to slow down the scrolling speed of the mouse.
I tried in Application Menu → Mouse (or KMouse Tool) but nothing I tweaked slows down the scrolling speed…
Any suggestions?
Which DE? I assume KDE from your reference to KMouse. Unfortunately much of this is still work in progress it would seem. Check out the following KDE discussion…

Thanks, Deano. I cannot believe that something like the scroll speed of a mouse cannot be controlled…
BTW, I note from that KDE bug report (and a quick test) that Plasma (Wayland) has scrolling speed support for mice. (Unlike KDE with Xorg environment to date.)
