If I set my laptop to sleep, when I wake it up the “Volume Down” multimedia key actually works as the “Volume Up” key; i.e., both keys crank the volume up.
Is this a known problem? Is there a known solution?

good question, except it could be laptop make/model, OS version and DE
dependent, pulse audio or not, desktop effects running or not, etc etc
etc…i don’t know what you are running, and you didn’t give a
