Set the security level to “easy local”, either in YaST->Security and Users->Security Center and System Hardening or in /etc/sysconfig/security (PERMISSION_SECURITY).
Or set DISPLAYMANAGER_SHUTDOWN=“all” in /etc/sysconfig/displaymanager, there’s also an option for that in YaST->Security and Users->Security Center and System Hardening IIRC.

I chose to edit the file in /etc/sysconfig/displaymanager
I did not find the options in yast, perhaps due to language Portuguese or my old version of OpenSuse 3.1

There should be an option for that in the first screen of that YaST module I mentioned.
But I cannot tell you how it would be called in portuguese…

This should only happen if you change the security level to “restrictive”/“secure” or even “paranoid”.
The easiest way to get to that setting (and even find in the first place) is to open your /etc/sysconfig editor in YAST.
Once that applet is open, do a search for “shutdown” and you’ll easily find the setting you likely searched for manually.
Select “All Users” and save your settings.
